Directs the commissioner of education to issue guidance to school districts for developing programs to attract underrepresented candidates into the teaching profession and to identify funding available to school districts for such purposes.

Provides that no person shall be denied the equal protection of the laws of this state or any subdivision thereof; provides no person shall, because of race, color, ethnicity, national origin, age, disability, creed, religion, or sex, including sexual orientation, gender identity or expression, pregnancy, pregnancy outcomes, reproductive healthcare and autonomy, be subjected to any discrimination in their civil rights by any other person or by any firm, corporation, or institution, or by the state or any agency or subdivision of the state.
Requires the state division of housing and community renewal to establish a publicly accessible database of the complete rental histories of rent stabilized accommodations in cities with a population of one million or more no later than December 31, 2024.
Requires the suspension of retirement allowance upon re-employment with a public authority or public benefit corporation.
Relates to prohibiting former members of the legislature from receiving compensation for lobbying on behalf of any for-profit entity.
Establishes a task force to address policies related to the treatment of transgender, gender nonconforming, non-binary, and intersex individuals in the custody of the department of corrections and community supervision.
Relates to imposing a tax on attorney's fees; imposes a two percent tax on attorney's fees over $10,000 not associated with litigation; provides that revenue from such tax shall be deposited monthly into the general fund.
Requires landlords to show they have obtained permits for the demolition and construction of a new building and the financial ability to complete such projects when not renewing a lease.
Requires that the city council appoint members to, designate the chairman of, fill vacancies of and remove members of the rent guidelines board.
Modifies certain eligibility requirements and extends the time period for the payment of arrears for certain taxes.
