Relates to the regulation of street vendors in cities with a population of one million or more by authorizing such cities to adopt a program to regulate street vendors; requires street vendors to obtain a permit; provides for penalties for failure to comply with such regulations.

Creates the non-partisan legislative budget office; directs such office shall provide information to legislative committees of the senate and assembly with respect to the state budget, appropriation bills and other bills providing budget authority or tax expenditures; requires such office to report to the temporary president of the senate, the senate minority leader, the speaker of the assembly and the assembly minority leader.
Prohibits facial recognition technology to be used in connection with an officer camera used by both local and state police including the storage of biometric data.
Prohibits members of law enforcement from using tear gas at any time.
Directs the chancellor of the New York city school district to establish, in consultation with the metropolitan transportation authority, a student fare program to provide three free fares each weekday to New York city students who live a half mile or more from the school they attend.
Prohibits ear clipping and tail docking of dogs unless deemed medically necessary to protect the life or health of the dog.
Requires applicants for the renewal of a driver's license to prove they have acceptable vision to operate a motor vehicle.
Prohibits certain inquiries or statements related to the arrest record or conviction record of any person who is in the process of applying for employment or interviewing for employment.
Prohibits the inclusion of confidential clauses in contracts entered into for the purchase of services or commodities by the state.
Implements a one year phase-in period for a local law, ordinance or resolution imposing a paper carryout bag reduction fee where forty percent of such fees are returned to such county or city for the purpose of purchasing and distributing reusable bags, with priority given to low- and fixed-income communities, and after the first year, such forty percent of fees shall be remitted to the person who collected the fees.
