Prohibits lenders from blocking access to funds from a credit line mortgage

Maddy summaryThis bill prohibits lenders from cutting off access to funds in home equity lines of credit (HELOCs) when borrowers are making timely payments. It directly affects homeowners who use HELOCs for residential financing by ensuring lenders cannot arbitrarily block their access to available credit. The law amends two state laws to explicitly state that lenders must maintain borrower access to these credit lines as long as payments are current. This creates a clear, enforceable requirement for lenders regarding a common type of residential mortgage product.

Authorizes rate increases for in-person early intervention services

Maddy summaryThis bill, A 1147, authorizes an 11% rate increase for in-person early intervention services provided by approved healthcare providers, effective July 1, 2026. It directly affects service providers (such as therapists and clinics) who deliver early intervention care to children with developmental delays or disabilities. The key provision mandates the commissioner of health to implement this specific rate adjustment for approved costs under public health law. The increase applies only to services rendered on or after the effective date, with no additional eligibility changes.

Authorizes pharmacists to administer injections for contraceptive use

Maddy summaryThis bill allows New York pharmacists to administer FDA-approved progestin-only contraceptive injections for birth control, expanding access to contraception. Pharmacists must complete a patient risk assessment, provide educational materials, and notify a patient's primary care provider (with opt-out allowed) before administering the injection. They must also complete required training and may refuse service if safety concerns exist. The law directly affects patients seeking contraception - particularly those without regular doctors - and pharmacists who provide this service.
