Gives state income tax credit to volunteer firefighters and members of a volunteer ambulance corps in good standing up to $1200; must be in good standing for a minimum of five years and maintain continued eligibility.
Establishes the "New York state food donation act" encouraging the donation of excess food by state agencies and contractors to food assistance programs to benefit food-insecure people within the state.
Creates the science, technology, engineering and mathematics college affordability program; provides that each student accepted into such program shall be charged an amount of no more than two thousand five hundred dollars per academic year.
Relates to an exemption for real property owned by an incorporated volunteer fire company or fire department; provides such property shall be removed from the tax rolls immediately by the county assessor without necessity of an application for exemption.
Establishes the regents high-tech graduate loan foregiveness program to provide annual loan payments of up to $10,000 a year to high-tech college graduates who are residents of the state, attended a college or university in the state, received a degree in a high-tech field and agree to work in a high-tech field in the state for 5 years; appropriates twenty-five million dollars therefor.
Authorizes and empowers school districts to accept gifts, donations and contributions to the district and to solicit the same.
Provides for a two year suspension of a person's driver's license upon second driving while intoxicated conviction and authorizes the commissioner of motor vehicles to issue a conditional license for up to one year as an alternative to restoration of such license.
Provides a preference for New York state contractors for purposes of public works contracts; authorizes the commissioner of economic development and the commissioner of labor to promulgate necessary rules and regulations; requires a report to the legislature; makes related provisions.
Enacts the "Long Island power authority rate reform act"; requires that the board of trustees of LIPA not approve a final rate plan until it holds a public hearing in each county within the service area upon at least thirty days notice to the public; requires that the department of public service shall not recommend a rate increase to offset revenue loss due to energy conservation efforts by consumers.
