Authorizes owners of mobile barber shops to obtain barber shop owner's licenses provided that they can furnish proof of proper layout, adequate equipment for the shop, sanitary conditions in the shop and good moral character.
Requires containerized waste systems for certain residential buildings with more than one hundred fifty units; defines "containerized waste system" as a waste management system that utilizes sealed containers with dimensions of up to eight feet in width, five feet in height and twenty feet in length.
Makes rent stabilized dwelling units eligible for certain protections regarding deposits.
Requires the re-inspection of dwellings with mold violations.
Prohibits any increase in the average monthly rental of a property by a limited-profit housing company unless the appropriate local housing agency certifies that there exists no recorded violations against such property or that all recorded violations have been cleared, corrected or abated, and that such company is maintaining all essential services required to be furnished.
Relates to establishing a maximum rent of one-third of household income for the senior citizens rent increase exemption and disability rent increase exemption.
Clarifies lawful uses of sealed records by providing that no record sealed under these statutes may be used for any purpose unless authorized by law.
Relates to shared renewable energy facilities; provides for the determination of credits of subscribers to such facilities.
Enacts the interstate medical licensure compact and the nurse licensure compact to strengthen access to health care by providing a streamlined process to become licensed in multiple states.
Relates to the public release of grand jury documents; releases the district attorney's grand jury charges to the public upon request once the grand jury has reached a final decision.
