Relates to the transparency and quality of care of operators of adult care facilities; requires certain applicants for adult care facilities to provide an opportunity for public comment on the application.

Makes various provisions regulating equitable siting of environmental facilities; requires environmental impact statements to state whether the siting of a facility will cause or increase a disproportionate burden on disadvantaged communities.
Requires cultural awareness and competence training for medical professionals, including two hours of course work encompassing minority healthcare issues.
