Enacts the "tenants organizing act"; allows tenants' groups, committees or other tenants' organizations to invite outside guests or visitors including elected officials, services providers, housing lawyers, etc. without being required to pay fees; defines "tenants' organization"; provides for activities that tenants' organizations can take part in; provides for the manner in how a tenants' organization is established.

Provides that every package containing an electronic cigarette and the electronic cigarette itself, as defined in subdivision thirteen of section thirteen hundred ninety-nine-aa of the public health law, sold, offered for sale or otherwise distributed without charge within this state, shall be designed by the department of health and such package containing an electronic cigarette and the electronic cigarette itself shall include printed thereon or attached thereto a health warning and disclaimer label designed by the department of health.
Provides that a business entity may not provide false caller identification information with the intent to defraud or harass any party; provides definition of business entity.
Authorizes certain persons confined in institutions operated by the department of corrections and community supervision to apply for a sentence reduction.
Requires counties and/or cities to establish a plan for providing legal counsel to persons who are defendants or respondents in eviction, ejectment and foreclosure proceedings and who are financially unable to obtain counsel; defines eligible person as one whose gross individual income is not in excess of one hundred twenty-five percent of the federal income official poverty line; requires the state to match dollar for dollar the amount counties appropriate for their plans.
