Requires the regents to prescribe courses of instruction in state and local government in elementary and middle schools in the state; boards of education and trustees of the several cities and school districts of the state shall require instruction to be given in such courses by the teachers; requires similar instruction in private schools.
Prohibits a pharmacist from substituting any anti-epileptic drug for the prescribed anti-epileptic drug without notification of and the informed consent of the prescriber and patient or such patient's parent, guardian or spouse.
Prohibits tethering, restraining, caging or penning of dogs or animals between the hours of 7 p.m. to 6 a.m; may be tethered to a stationary object or a pen or cage in a sized pen or cage four times the height and length of said dog or animal.
Pertains to confinement of animals for food producing purposes; prohibits any person to tether or confine any pig during pregnancy, calf raised for veal, or egg-laying hen who is kept on a farm for all or the majority of any day in a manner that prevents such animal from lying down, standing up and fully extending its limbs and turning around freely; establishes that commission of such crime shall constitute a class A misdemeanor punishable by imprisonment for a period not to exceed one year and/or fine not to exceed $1,000.
Exempts the sale of fire extinguishers, smoke alarms, heat sensors and carbon monoxide detectors for residential use only from state sales and compensating use taxes.
Directs the commissioners of agriculture and markets and economic development to study and develop a long-term strategy for sustaining farming and food production in New York state; bases such strategy on an analysis of land use and economic trends, soil and natural resources, food consumption needs and other factors necessary to develop a state-level blueprint for protecting farmland and strengthening food production in the state.

Requires the department of labor to conduct a study on the potential impact of driverless vehicles on occupations and employment.
