Provides that the statute of limitations for criminal prosecution of a sexual offense committed against a child shall not begin to run until the child turns 23 years of age; provides that a civil action for conduct constituting a sexual offense against a child, shall be brought before the child turns 50 years of age; revives previously barred actions related to sexual abuse of children; grants civil trial preference to such actions; eliminates the notice of claim requirements for such actions when the action is brought against a municipality, the state or a school district; requires judicial training relating to child abuse and the establishment of rules relating to civil actions brought for sexual offenses committed against children.
Relates to professional misconduct of medical professionals involving felonies committed in the course of the licensee's medical practice; provides for license revocation.
Requires the installation and testing of fire protection systems at pet stores.
Provides for a continuation of senior citizen rent increase exemption benefits after a period of ineligibility due to a head of household's temporary increase in income.
Prohibits the use of glyphosate and products containing glyphosate in any park, playground or picnic area owned or operated by New York state, New York city, or any municipality.
Relates to the verification of compliance in instruction in the humane treatment of animals.
Directs the public service commission to undertake a study of consumer protections adopted by electric corporations and utilities; includes reporting on the adequacy of the public service commission's assistance to customers facing disconnection of utility service.
Establishes a tax credit for farmers who maximize carbon sequestration potential through a "carbon farming" land management strategy; directs DEC to develop regulations related to certifying the amount of carbon sequestered or emissions reduced.
Requires written request, including environmental impact statement, and review by community boards, borough presidents and the council of proposed reductions in the level of fire services, including closure of firehouses or removal or relocation of fire fighting units.
