Prohibits vivisection at colleges, universities, professional, proprietary or graduate schools in the state where a scientifically and educationally satisfactory method or strategy exists; defines vivisection to mean experimentation through surgery on a living organism to view living internal structure.
Relates to the right of tenant association to have the first option to purchase a housing unit.
Relates to the timely cashing of rent checks, requiring a landlord to cash a rent check provided by a tenant in his or her possession within thirty days after the check is postmarked.

Prohibits the sale or distribution of electronic cigarettes lacking federal food and drug administration premarket order of approval; imposes penalties of not less than ten thousand dollars for violations.
Provides that every package containing an electronic cigarette and the electronic cigarette itself, as defined in subdivision thirteen of section thirteen hundred ninety-nine-aa of the public health law, sold, offered for sale or otherwise distributed without charge within this state, shall be designed by the department of health and such package containing an electronic cigarette and the electronic cigarette itself shall include printed thereon or attached thereto a health warning and disclaimer label designed by the department of health.
Creates the toxic information clearinghouse; substances hazardous to public health, safety or the environment that have been identified or listed as a hazardous waste in regulations promulgated pursuant to section 27-0903 or 37-0103 of the environmental conservation law; provides chemical hazard traits and environmental and toxicological end-point data.
Requires instruction in senior high schools regarding calling 911 when witnessing or experiencing a drug or alcohol overdose; provides that pupils shall receive instruction regarding the lawfulness of calling 911 when witnessing or experiencing a drug or alcohol overdose; encourages pupils to call 911 when witnessing or experiencing a drug or alcohol overdose without fear of arrest.
