Directs the commissioner of education to appoint a media literacy advisory group to study the teaching of media literacy; requires such group to survey all school districts on the media literacy practices of and the current media literacy resources available to each district, to inquire how districts are currently integrating digital citizenship and media literacy education in their curriculum.
Establishes an excluded worker unemployment program and an excluded worker unemployment program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work.
Prohibits the preferred drug program, managed care programs and insurers from restricting or imposing delays in the distribution of antiretroviral prescription drugs prescribed to a person for the treatment or prevention of the human immunodeficiency virus (HIV) or acquired immunodeficiency syndrome (AIDS).
Establishes patient safety and quality assurance measures regarding the distribution of patient-specific medication from an insurer-designated pharmacy; prohibits certain "brown bagging" and "white bagging" policies regarding pharmacy provided medications.
Includes the state and all public employers as employers subject to the provisions of the human rights law; includes executive, legislative and judicial employers.
Prohibits naming dependent children under the age of 18 living in the same household with a parent or guardian in petitions to recover possession of real property and eviction warrants; seals any records pertaining to dependent children under the age of 18 living in the same household with a parent or guardian who were residing on or removed from such property.
Relates to women's health in correctional facilities; establishes a women's health education program; requires HIV and STD testing to be offered to incarcerated individuals; provides pregnant incarcerated individuals with access to prenatal vitamins as well as a specialized diet tailored to pregnancy needs; requires a study and report on women's health in prison.
Requires applicants for major projects located near a disadvantaged community to submit an enhanced public participation plan.
Establishes a ten business day waiting period from contact of the National Instant Criminal Background Check System (NICS) before a firearm, shotgun or rifle may be delivered to a person.
