Establishes the New York state online privacy act; establishes the Office of State Online Privacy Protection and Internet Safety; establishes the New York State Online Accounts and Social Media Privacy Act; establishes the requirements for use and destruction of online personal and private information; includes definitions, requirements, specifications for minors, responsibilities, liability and enforcement.

Prohibits insurers from refusing to issue or renew, cancel, or charge or impose an increased premium for homeowners' insurance policies based on the breed of a dog owned.

Provides for the establishment of the New York state home equity conversion information summary to provide notice of mortgagor's right and responsibilities under reverse mortgage loans issued under the home equity conversion mortgage program of the federal Department of Housing and Urban Development; provides that every authorized lender must provide copies of such summary not less than 5 days prior to closing on a reverse mortgage loan; establishes a private right of action for violations of such provisions.
Provides that freestanding diagnostic and treatment centers receiving comprehensive family planning reproductive health services grants, shall be eligible for state aid for indigent care.
Relates to establishing June twentieth as Edie Windsor Day.
Authorizes the commissioner of education to establish the school breakfast incentive program to provide grants to eligible school buildings or programs that increase participation in the school breakfast program by removing barriers to participation.
Provides that no person 62 years of age or older shall be denied occupancy in multiple dwellings, nor shall such tenant be evicted from a multiple dwelling on the sole ground that he or she owns or keeps a common household pet or pets, the harboring of which is not prohibited by the multiple dwelling law or other applicable law, unless the pet causes damage to the subject premises, creates a nuisance or interferes substantially with the health, safety or welfare of other tenants or occupants of the same or adjacent building or structure.
