Requires the commissioner of taxation and finance to provide for the payment of refunds within 30 days of the receipt of a tax return

Requires the commissioner of taxation and finance to provide for the payment by the department of taxation and finance of tax refunds within 30 days of the receipt of a taxpayer's tax return, unless there is a discrepancy in such return, in which case the department shall provide written notice to the taxpayer of such discrepancy and a date when the discrepancy will be resolved; provides failure to comply with such refund and notice requirement shall make the department of taxation and finance liable for interest on the refund due at a rate of 6% per annum.

Requires disclosure by crisis pregnancy centers

Requires disclosure by crisis pregnancy centers to clients that such center will not provide abortion or birth control services, that such center is not a licensed medical provider, that pregnancy tests are self-administered and may be purchased over the counter and that such center is not a medical facility; such notice shall be conducted upon first communication or first contact with the client and shall be either in a written statement or oral communication by staff assisting.

Defines as aggravated harassment in the third degree photographing persons entering or leaving reproductive health care services facilities

Defines photographing (whether by still or moving pictures) persons entering or leaving reproductive health care services facilities as aggravated harassment in the third degree; exempts constitutionally protected conduct and activities regulated by certain federal labor laws.

Relates to establishing the paint stewardship program

Relates to establishing the paint stewardship program, minimizing the public sector involvement in the management of post-consumer paint, and negotiating agreements to collect, transport, reuse, recycle, and/or burn for energy recovery at an appropriately licensed facility post-consumer paint using environmentally sound management practices.
