Requires disclosure by crisis pregnancy centers to clients that such center will not provide abortion or birth control services or make a referral for such services, and that such center is not a licensed medical provider; such notice shall be conducted upon first communication or first contact with the client and shall be either in a written statement or oral communication by staff assisting the client.

Establishes the "public higher education quality initiative endowment" fund.
Excludes dogs, cats and any other domesticated animals from the definition of "wildlife".
Requires the commissioner of taxation and finance to provide for the payment by the department of taxation and finance of tax refunds within 30 days of the receipt of a taxpayer's tax return, unless there is a discrepancy in such return, in which case the department shall provide written notice to the taxpayer of such discrepancy and a date when the discrepancy will be resolved; provides failure to comply with such refund and notice requirement shall make the department of taxation and finance liable for interest on the refund due at a rate of 6% per annum.
Requires provision be made for pregnancy termination procedures insurance coverage in every individual or group hospital, surgical or medical policy, or hospital service or medical expense indemnity contract of a service corporation, only where any such policy or contract offers maternity care coverage.
Provides for financial disclosure by employees of foundations of state operated campuses, including the Research Foundation of the State University of New York.
Provides that freestanding diagnostic and treatment centers receiving comprehensive family planning reproductive health services grants, shall be eligible for state aid for indigent care.
Establishes protection for senior citizens against unwarranted eviction; requires plaintiff/landlord to file an affidavit determining whether or not the respondent is a senior citizen and sets forth guidelines and procedures for a default eviction against a senior citizen, including representation of counsel; defines senior citizen as persons aged 62 or over for purposes of real property actions and proceedings law.
Prohibits garbage trucks from parking overnight on a city street.
Prohibits the idling of any passenger vehicle, with certain exceptions, for more than 3 consecutive minutes; first violation is a warning, subsequent violations of such section are traffic infractions punishable by a fine of $150.
