Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Establishes the NY food insecurity, farm resiliency and rural poverty initiative to provide financial assistance in the form of matching grants, hiring assistance, purchasing assistance, tax credits, tax exemptions, and reimbursements.
Suspends employer contributions to the interest assessment surcharge fund until December 31, 2025.
Caps the amount of taxes a senior has to pay on his or her real property at the amount such individual paid in the year in which he or she turned 65; provides that the individual claiming the limitation must be the owner of the property and must reside in the property for at least seventy-five percent of the year.
Increases the number of judges in the second, ninth and eleventh districts; provides for additional family court judges in the city of New York and certain counties; provides for additional city and civil court judges in New York city.
Updates certain requirements regarding billing for electric services, such as when corporations shall use an approved demand measuring device, mandating that classifications of service, the account and/or meter number, and the quantity billed be indicated on customers' bills.
Raises the maximum fine for persons who violate the law regulating telemarketing to twenty thousand dollars.
Extends, from December 31, 2023 to December 31, 2024, the expiration of the authorization granted to residential property owners in high risk brush fire areas on Staten Island to cut and remove reeds from their property.
Authorizes the creation of a distinctive brain tumor awareness license plate; creates the brain tumor research and education fund.
Requires the board of elections in the city of New York to release data on how voters ranked all candidates in a ranked choice election, even if a single candidate received a majority of highest rank votes and the tabulation process was not triggered.
