Establishes the New York state renewable reclamation projects program to stimulate the development of renewable energy on certain brownfield sites, dormant electric generating sites, and real property.
Provides that provisions in construction contracts with respect to requirements for certain additional insurance coverage are void and unenforceable.
Establishes the temporary hospitality and business relief fund; creates a credit for certain hospitality businesses affected by the COVID-19 pandemic; provides insurance coverage for loss or damage incurred by business interruption resulting from an official order to close.

Relates to payment and retainage in construction contracts; authorizes contractors to invoice owners upon substantial completion of a project.
Expands eligibility for the New York state excelsior scholarship award to certain applicants enrolled on a part-time basis or in a BOCES or other approved vocational program; provides criteria for eligibility, and limits on amounts and durations for any such awards.
