Exempts the metropolitan transportation authority from bond issuance charges otherwise required to be paid to the state.
Relates to the enforcement of provisions relating to carriers of household goods by motor vehicle; authorizes the attorney general to seek an injunction to enjoin and restrain the continuance or threat of certain violations by such carriers.

Prohibits the issuance of violations or fines for failure to properly supervise certain premises during the COVID-19 state disaster emergency for violations of Executive Order 202; provides that any other fine issued during the COVID-19 state disaster emergency shall be suspended if after six months the licensee does not have any subsequent violations.
Requires certain engineering plans or specifications for engineering work or services that could pose a material risk to public safety to bear a stamp of approval of a professional engineer; authorizes the public service commission to promulgate rules and regulations relating to such requirement.
Enacts "Cesar's law" to require the retaking of parolees who abscond from the supervision of the state board of parole.
