Raises the penalty for sexual abuse in the 2nd degree from a class A misdemeanor to a class E felony.

Establishes a schedule VI of drugs and other substances; includes gabapentin as a drug to be monitored through the prescription monitoring program; makes conforming changes; and directs the commissioner of health to promulgate regulations necessary or desirable to classify gabapentin and its chemical equivalents as a scheduled substance for the purposes of article 33 of the public health law.
Increases the child and dependent care tax credit for taxable years beginning in 2019.
Relates to organ donation; requires coroners to develop protocols for making referrals of deaths that fall under their jurisdiction and occur outside of a hospital including calling the federally designated organ procurement organization for donor registry verification and a donor suitability determination.
