Expands eligibility for victims and survivors of crime to access victim compensation funds by removing the mandatory law enforcement reporting requirement and providing alternative forms of evidence that would show that a qualifying crime was committed.
Relates to standards of care for animals held in, or being transported by, animal shelters; establishes an animal shelter regulation fund.
Provides for automatic sealing of certain convictions after a certain passage of time from either imposition of sentence, release from parole or probation, and if the defendant does not have a current charge pending; excludes certain offenses; permits access by certain persons.
Relates to the transparency and quality of care of operators of adult care facilities; requires certain applicants for adult care facilities to provide an opportunity for public comment on the application.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Prohibits discrimination based on status as a victim of domestic violence.
Exempts income earned by a head of household or any person in the household from certain job training or adult education programs from the determination of need for public assistance programs.
Relates to establishing discount programs for low-income senior citizens and individuals with a disability; provides that utilities, water-works corporations, telephone corporations and cable television companies shall create discount programs that provide a 10 percent discount to low-income senior citizens and individuals with a disability; defines terms.
Establishes the "earned time act" providing for time allowances against the term or maximum term of sentences imposed by the court to be credited on an annual pro rata basis.
Provides for findings of the state board of parole necessary for discretionary release of incarcerated persons on parole.
