Establishes the New York city public housing preservation trust for properties owned or operated by the New York city housing authority; provides for the issuance of certain bonds, notes or other obligations of the New York city housing development corporation.
Establishes the crime of forcible touching of a correction officer; increases criminal penalties for certain sexual offenses committed against correction officers when such correction officer is acting in the course of their employment.
Relates to the maintenance of records of ownership of catalytic converters as a major component part; provides a penalty for failing to report such records every sixty days; requires all new motor vehicle dealers and qualified dealers to stock etching kits to offer to any person purchasing a new motor vehicle.

Prohibits certain provisions in health plan contracts including most-favored-nation provisions and restrictions on disclosure of actual claim costs, prices or quality in certain situations.
Prohibits selling a drug subject to a shortage for an unconscionably excessive price.
Enacts the "New York state living donor support act" to provide state reimbursement to living organ donors, who are state residents, for medical and associated expenses incurred as a result of the organ donation, when the organ donation is made to another resident of the state; requires the provision of information on transplantation to patients with severe kidney disease.
Requires registration of new automotive broker businesses; enacts various provisions relating to conduct of such businesses; defines certain deceptive practices; establishes rights of action and penalties.
Requires state agency websites to be mobile friendly.
