Relates to delinquent tax interest rates

Maddy summaryThis bill establishes specific limits on interest rates charged on overdue property taxes for residential real estate. Starting in the 2025 fiscal year, the interest rate for these payments cannot be higher than the prime interest rate set by the commissioner, nor can it fall below 2% or rise above 16%. These caps apply to condominiums and cooperatives, while vacant and abandoned properties listed on a state registry remain exempt from these restrictions. The law overrides any local rules that previously set interest rates above the new 16% maximum.

Relates to increasing certain special accidental death benefits

Maddy summaryThis bill increases special accidental death benefits for members of state and local retirement systems who die in the line of duty. Effective July 1, 2024, the payment amounts will be adjusted upward based on the deceased member's salary, using a specific percentage schedule that varies depending on the year the member died. The extra payment goes to the surviving spouse, dependent children, or parents, depending on who is eligible to receive the funds. This change applies to both the general municipal law and the retirement and social security law governing these retirement systems.

Maddy summaryThis bill requires the state Department of Transportation to create a toll-free hotline and a website where drivers can report potholes and other defects on state highways and bridges. The online system will allow users to submit reports with or without providing their contact information, view a map of reported issues, and track the status of repairs. The department must update the list of defects and repairs at least once every five days and keep records for a minimum of 365 days. Additionally, the law mandates that the department share defect reports with local officials for county and town roads and coordinate with the Thruway Authority to include those roads in the reporting system.
