Enacts the "forfeiture of campaign finance accounts and return of contributions act".
Relates to an officer's notification of a homeowner's balance after a debt is paid in full; provides that officers conducting a sale shall notify a homeowner of the balance in writing in a timely manner and shall clearly state that the debt is paid in full.
Authorizes cities with populations of more than one million persons and counties to enact a resolution, ordinance or regulation or adopt a local law, without referendum authorizing counties and certain cities to determine the classes of persons eligible to vote in local elections.
Directs the attorney general to review incidents where a civilian is killed by a police officer.
Requires the installation and periodic inspection of water detector alarms in residential dwellings and certain commercial buildings; defines a "water detector alarm" as an electronic device that detects the presence of water and sets off an audible and visual alarm when its sensors are triggered; defines a "commercial building" as a building in which individuals are employed.
Relates to the issuance of a temporary carnival license; authorizes the liquor authority to issue temporary permits for a period not to exceed eighteen days to authorize the sale of beer and wine at festivals, carnivals, events, functions, gatherings or occasions within the hours fixed by or pursuant to subdivision five of section one hundred six of the alcoholic beverage control law, during which alcoholic beverages may lawfully be sold or served upon premises licensed to sell alcoholic beverages at retail for on-premises consumption in the community in which is located the premises in which such festival, carnival, event, function, gathering or occasion is held; provides that the fee for such permit shall be one hundred dollars.
Directs the board of trustees of the state university of New York and the board of trustees of the city university of New York to freeze tuition at the rate of such tuition and fees for the two thousand twenty-one--two thousand twenty-two academic year.
Clarifies what constitutes abandonment of a patient by a physician for purposes of a medical misconduct allegation, requires a physician practicing as a patient's primary care physician who opts to no longer treat the patient to provide notice to such patient, and provides for specific penalties for a violation of such provisions.
Requires a quality of life hearing and preparation of environmental impact statements prior to implementing traffic modifications on streets with residential zoning in a city having a population of more than one million people.
Establishes the state task force on campus safety.
