Requires that a driver in possession of a lane must yield the right of way to all vehicles which properly signal their intent to merge into their lane or are attempting to avoid an obstacle in the road.
Authorizes cities with a population of one hundred fifty thousand or more to impose an additional twenty-five cent fee upon the ticket price of four dollars or more for any sporting event held within such city; provides moneys collected shall be used for sport and recreation programs in such cities; creates a NYC sports and recreation advisory committee to determine how the money shall be spent in NYC; establishes outside NYC the respective school boards shall administer funds.
Relates to residential programs for children.
Provides that the contractor who performed the construction work which results in an illegal conversion of a housing unit shall be held liable for monetary penalties related to such illegal conversion, rather than the residents; provides that the owner of the building shall be held liable if he or she knew or should reasonably have known that the construction was being done without prior approval by the department of buildings and without the required permits.
Requires the division of criminal justice services to establish a policy prohibiting police agencies from using chemical weapons and kinetic energy munitions on civilian populations and from acquiring and stockpiling such weapons or munitions.
Enacts "the COVID-19 extra time for heroes act" providing an additional five days of personal time to public employees who worked as a certified first responder and a healthcare worker and had contact with infected patients during the COVID-19 pandemic.
Provides that the period of immunity from prosecution for a criminal or civil action that a defendant is entitled to by virtue of holding the office of president of the United States shall not apply to the calculation of the time limitation applicable to commencement of such actions.
Relates to the issuance of arrest warrants and appearance tickets upon a youth; provides for the police officer to immediately notify the parent or other person legally responsible for the care of such youth with whom the youth is domiciled that the youth has been arrested; provides further that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth.
Requires that each police officer and peace officer involved in the execution of a search warrant wear a functioning and unobstructed body camera that shall be active prior to and throughout the execution of the search and during any related action following the execution of the search warrant.
Requires the foreclosing party in a residential foreclosure action to offer a refinancing opportunity to the mortgagor.
