Enacts the "Gender Recognition Act"; repeals certain provisions relating to driver's licenses.

Requires the president of the civil service commission to conduct a study on the employment of persons and veterans with disabilities by the state and make recommendations as to whether the state needs to hire more persons and veterans with disabilities to fill the positions created by sections 55-b and 55-c of the civil service law.
Enacts the "Scott J. Beigel unfinished receiver act"; relates to unfinished frames or receivers; establishes the crimes of criminal sale of an unfinished frame or receiver in the first and second degrees as class D and E felonies, respectively.
Extends expiration of authority granted to the department of housing preservation and development of the city of New York to restructure rents of dwelling units in buildings foreclosed upon by the federal government.
