Creates the district long-term care ombudsman council program to coordinate volunteer ombudsmen in each assembly district.
Provides standards for the number of water closets in certain areas of public assembly and increases the required number of water closets for women; sets deadlines for compliance.
Requires commuter bicyclists to complete a bicycle safety course; directs the commissioner to initiate and put into effect curriculum for such course.
Relates to RFPs for gun violence reduction; provides that any state agency that issues an RFP relating to gun violence reduction shall establish a coordination plan including all awardees; requires that such coordination plans shall be in a form as prescribed by the department of state; requires that at a minimum, such coordination plan shall help ensure complete coverage of the area for which such RFP is issued and minimize competition between awardees.
Requires a public housing authority to file in the office of the commissioner of housing and community renewal and with the temporary president of the senate and the speaker of the assembly a physical needs assessment every five years; defines "physical needs assessment".
Relates to exempting certain non-profit community gardens from payment for water usage and supply; exempts non-profit community gardens located on property in the city of New York and registered with and licensed by such city's department of parks and recreation from payment for water usage and supply.
Provides for advance payment of the earned income credit by employers, the commissioner of the department of tax and finance and the commissioner of New York City's department of finance.
Relates to the Amistad commission; moves it from the department of state to the state education department.
Prohibits the use of chemical agents by police officers against minors under the age of eighteen.
Relates to establishing an automatic expunction system for certain records including unconstitutional stops that occurred between January two thousand four and June two thousand twelve by the New York city police department that either resulted in the completion of a UF-250 form or a Form 61 complaint in which the SQF section was completed and led to arrests for either resisting arrest, disorderly conduct, criminal possession of a weapon, and offenses involving marihuana.
