Provides that an attorney licensed to practice law in the state may serve as a poll watcher in any city or county in the state

Maddy summaryThis bill allows attorneys licensed to practice law in New York to serve as poll watchers at any polling place in the state, expanding the current rule which generally requires watchers to be residents of the specific city or county where they are serving. The legislation maintains the existing requirement that poll watchers must be qualified voters and prohibits anyone running for public office in that district from acting as a watcher during the election. By amending the election law, the bill removes the geographic residency restriction for lawyers while keeping other standard rules for poll watchers in place.

Relates to risk retention groups and commuter vans, pre-arranged for-hire vehicles, or accessible vehicles

Maddy summaryThis bill updates insurance requirements for specific types of vehicles in New York, including commuter vans, pre-arranged for-hire vehicles, and accessible vehicles. It allows these vehicles to be covered by risk retention groups that are not chartered in the state but are registered under federal law, provided they meet certain conditions regarding tax-exempt status and usage. The legislation also defines these vehicle categories clearly, specifying that accessible vehicles must include features like wheelchair lifts and assistive listening systems. Additionally, the bill permits vehicles registered by not-for-profit organizations to use these out-of-state risk retention groups if the vehicles are not used solely for personal purposes by directors or key personnel.

Requires the disclosure of lead-based paint test reports in real estate transactions

Maddy summaryThis bill requires that test reports for lead-based paint be disclosed during the sale of residential real estate in New York State. It applies to all properties built before 1978 and mandates that inspection results be shared with buyers to ensure they are aware of potential hazards before completing a transaction. By adding a new article to the Real Property Law, the legislation aims to create a statewide registry of these test results, making information about lead risks more accessible to future renters and purchasers. The act is designed to complement existing federal disclosure rules and local testing requirements, particularly in New York City, by ensuring consistent transparency across the entire state.
