Requires every employer to provide each employee with the equivalent number of hours as three full work days for such employee of paid sick leave for a miscarriage or stillbirth of an infant born to the employee.

Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 9,900 megawatts of offshore wind electricity generation by 2035, 15,800 megawatts of offshore wind electricity generation by 2040, at least 18,000 megawatts of offshore wind electricity generation by 2045 and at least 20,000 megawatts of offshore wind electricity generation by 2050.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
