Authorizes vocational training, where practicable, to inmates on the installation of solar hot water systems for the provision of hot water to correctional facilities.

Requires the real property transfer tax return relating to residential property sold or purchased by a limited liability company to include information on the ownership of such company.
Relates to a minority and women-owned business enterprise participation goal requirement in order to receive grant or appropriation money.
Relates to outreach programming for minority and women-owned business enterprises; makes an appropriation therefor.
Requires courts, prior to accepting a plea to a misdemeanor or violation, to provide notice to the defendant that such plea and the acceptance thereof could result in deportation, removal from the United States, exclusion from the United States or denial of citizenship, if the defendant is not a citizen of the United States.
