Prohibits persons named on the No Fly List maintained by the Terrorist Screening Center administered by the Federal Bureau of Investigation from obtaining or renewing a license to carry, possess, repair and dispose of firearms.
Requires the New York city department of education to create more gifted and talented programs and classes in all school districts with elementary kindergarten through fifth grade and intermediate sixth through eighth grade with four or more classes per grade for students who shall gain entry through academic merit rather than through an admissions examination; authorizes automatic admission to a gifted and talented program in intermediate sixth through eighth grade for those students in elementary grades kindergarten through fifth grade who are currently enrolled in such program; makes related provisions.
Requires the provision of care to persons requiring twenty-four hours of care take the form of non-sequential split shifts of twelve hours each.
Provides regulations for the adoption of local ordinances for the creation of accessory dwelling units; provides for the inclusion of an accessory dwelling unit in the term housing accommodation in the human rights law.
Authorizes the direct intrastate and interstate shipment of liquor.
Prohibits the development of any new major electric generating facilities that would be powered in whole or in part by any fossil fuel, unless the developer of such facility can demonstrate a need for such facility, and that there is no other reasonable method to satisfy such need.
Enacts provisions to provide minimum wages for home care aides; requires at least 150% of minimum wage or other set minimum; directs the commissioner of health to set regional minimum rates of reimbursement for home care aides under medicaid and managed care plans.
Relates to establishing speed limits in cities with populations in excess of one million people by easing restrictions so cities can establish speed limits below twenty five miles per hour.
Establishes the teachers' fossil fuel divestment act; requires the New York state teachers' retirement system to divest the retirement system of any stocks, securities, equities, assets, or other obligations of corporations or companies included on an exclusion list of coal producers and oil and gas producers.
Provides for findings of the state board of parole necessary for discretionary release of incarcerated persons on parole.
