Establishes the New York votes act; relates to automatic voter registration, pre-registration, transfer of registration, access to voter registration records and moving deadlines (Part A); polling place registration (Part B); qualified voter absentee (Part C); completing and filing watcher certifications, challenges of voter qualifications (Part D); qualified absentee voters (Part E); the completing and filing watcher certificates and the form and manner of challenges of voter qualifications (Part F); mandatory core curriculum and language access (Part G); early voting (Part H); voting by convicted felons (Part I); voting and disasters (Part J); primary elections and deadlines for military ballots; and filling of vacancies (Part K); and reimbursement of counties and the city of New York of certain additional costs associated with implementation and administration of the New York votes act (Part L).
Prohibits the change of name of any independent body making nominations.
Establishes the opt in program for reporting of suspected financial exploitation.
Directs the commissioner of health to develop screening tools and procedures to be used by health care providers to detect elder abuse or maltreatment in their patients.
Authorizes in the city of New York, for certain public works undertaken pursuant to project labor agreements, use of the alternative delivery method known as design-build contracts.
Provides for health insurance coverage for loss or damage to a prosthetic limb; also provides for coverage for replacement of a prosthetic limb as prescribed by a doctor.
Relates to the operator of a vehicle overtaking a bicycle from behind; not less than three feet distance.
Enacts provisions relating to collective negotiations by health care providers with certain health care plans in certain counties; applies to health benefit plans that provide benefits for medical or surgical expenses incurred as a result of a health condition, accident or sickness, including an individual, group, blanket or franchise insurance policy or insurance agreement offered by certain enumerated entities.
Establishes an age-appropriate sex education grant program through the department of health conducted by an eligible applicant; authorizes the commissioner to determine certain topics of instruction and makes provisions for the application of grants.
