Relates to human trafficking awareness and training; requires employees of lodging facilities to have training in the recognition of a human trafficking victim; requires the division of criminal justice services, the office of temporary and disability assistance and the New York state interagency task force to approve a human trafficking recognition training program; requires the posting of information on the national human trafficking hotline telephone number.

Establishes contract requirements for third party litigation financing which includes requiring contracts to contain a right of rescission, a written acknowledgement by the attorney retained, a clear outline of the scheduled fee structure and a no penalty provision.
Relates to establishing the paint stewardship program, minimizing the public sector involvement in the management of post-consumer paint, and negotiating agreements to collect, transport, reuse, recycle, and/or burn for energy recovery at an appropriately licensed facility post-consumer paint using environmentally sound management practices.

Directs the office of mental health, in consultation and cooperation with the education department, to establish the urban youth gun violence reduction pilot program and appropriates $12,000,000 therefor; provides for the implementation of such program within 24 schools in 5 school districts in the state; provides each such school shall have an additional social worker; requires youth mental health first aid training be provided to teachers, professionals and after care workers in such schools; provides for the establishment of mental health curriculum in such schools.
Establishes a court-appointed special advocates program to aid family court efforts to promote the health, safety and well-being of children; provides aid to non-profit programs which provide assistance to family courts.
