Prohibits discrimination based on gender identity or expression; defines "gender identity or expression" as having or being perceived as having a gender identity, self image, appearance, behavior or expression whether or not that gender identity, self image, appearance, behavior or expression is different from that traditionally associated with the sex assigned to that person at birth; further includes offenses regarding gender identity or expression within the list of offenses subject to treatment as hate crimes.
Requires dating violence education and dating violence policies in school districts, boards of cooperative educational services and county vocational education and extension boards; establishes that "dating violence" means a pattern of behavior where one person uses threats of, or actually uses physical, sexual, verbal or emotional abuse to control his or her dating partner; requires the department, in conjunction with the office for the prevention of domestic violence, to assist schools in developing a policy for dating violence incidents; requires such education to be taught to students regarding dating violence in the annual health curriculum framework for students in grades 7 through 12.
Relates to state assessments and teacher evaluations; makes certain provisions permanent.
Relates to accessibility requirements in certain procurement contracts; requires contracts that include information and communication technologies (ICTs) are accessible to people with disabilities; requires that the ability of a prospective contractor to meet such requirement be considered in making the contract award.
Increases directing a laser at an aircraft in the second degree from a class A misdemeanor to a class D felony, and increases directing a laser at an aircraft in the first degree from a class E felony to a class B felony.
Relates to establishing a legislative committee on racial equity in the New York state assembly to review and prepare a racial equity impact statement for all legislation that is reported favorably to the assembly.
