Requires that internet providers who provide service in a municipality provide basic internet service to each residential dwelling or residential dwelling unit in that municipality at no cost.

Protects medically important antimicrobials for human public health; establishes a livestock producer may provide a medically important antimicrobial to a food-producing animal only if a licensed veterinarian, in the exercise of professional judgment, determines that the provision of the medically important antimicrobial to the animal is necessary: to control the spread of a disease or infection, to treat a disease or infection, or in relation to surgical or other medical procedures; requires veterinarians licensed to practice in New York state to file an annual report detailing their prescribing history of medically important antimicrobials to food-producing animals.
Requires school districts to provide educational and support services to students with disabilities until such students turn twenty-three years of age.
Relates to training and education for sustainable wage jobs and traditional and non-traditional employment in public assistance employment programs.
Requires electric companies to provide alternative measures to ensure customers with documented need for essential electricity for medical needs have access to electricity during power outages; requires electric companies to provide generators or lodging for such individuals and transportation for medical devices.
Exempts protective face masks or shields worn to help slow the spread of the novel coronavirus (COVID-19) from sales and compensating use taxes.
Permits the possession and consumption of alcoholic beverages in a public place; prohibits a municipality from preventing a person twenty-one years of age or older from possessing an alcoholic beverage in an open container in a public place and from consuming an alcoholic beverage in a public place.
Provides for a personal income tax deduction for student loan payments.
Provides for a gun violence prevention program in the public schools; provides that the program is to be developed by the department of education in conjunction with other state agencies and educational organizations and is to be made available to schools for use in pre-kindergarten through twelfth grade; provides for a report to the governor and the legislature on the program; enacts the "gun violence prevention act".
Restricts the sale of ammunition to only individuals authorized to possess such weapon; creates the no-gun database under the division of criminal justice services.
