Relates to validating absentee ballots; relates to when absentee ballot envelopes and absentee ballots are examined to determine the validity of such absentee ballots; allows for the surrender of absentee ballots in certain situations; authorizes poll watchers to be present at meetings related to examining absentee ballot envelopes.

Provides that the tax imposed upon the sales on goods or services purchased from businesses which employ twenty or less persons, are resident in this state, are independently owned and operated and not dominant in their field, shall be two percent.
