Establishes a deadline for changing the location of a polling place for early voting by requiring that no location change may occur within forty-eight hours of the commencement of an early voting period.

Requires that every bid made to the state or any public department or agency thereof, where competitive bidding is required by statute, rule or regulation, for work or services performed or to be performed or goods sold or to be sold, shall include a report listing information, including the total number of adverse judgments or administrative rulings arising from allegations of sexual harassment; further requires such reports to be transmitted from the contracting agency to the division of human rights and the office of the state comptroller; makes related provisions.
Establishes the New York state higher education debt consolidation and refinancing program.
Removes certain requirements regarding investigations of JCOPE; modifies the removal of the executive director of the joint commission on public ethics; provides for the appointment and removal of the executive director by a vote of a majority of the commission, regardless of political appointment; removes a rule that vacancies of the joint commission on public ethics with respect to a member of the commission first appointed pursuant to section 6 of part A of chapter 399 of the laws of 2011 by a legislative leader, the legislative leaders of the same political party in the same house shall appoint a member to fill such vacancy irrespective of whether that legislative leader's political party is in the majority or minority.
Modifies the composition of the voting majority upon the appointment and removal of the executive director of the joint commission on public ethics; provides for the appointment and removal of the executive director by a vote of a majority of the commission, regardless of political appointment.
Extends the timeframe during which a proceeding with respect to a primary, convention, meeting of a party committee or caucus shall be instituted to twenty-five days after the holding of such primary or convention or the filing of the certificate of nominations made at such caucus or meeting of a party committee.
Relates to presumptive evidence that a person committed a hate crime by evaluating a certain set of facts and circumstances.
Relates to requiring bomb or blast resistant garbage receptacles in facilities of common carriers; provides minimum specifications for such receptacles shall be set by the NYS division of homeland security and emergency services.
Allows public campaign funds to be used for disability access services including but not limited to captioning, sign language interpretation, assistive listening device, Braille, large print, communication access real-time translation and accessible transportation services and to be used for language interpretation and translation services.
Expands contracting opportunities for businesses owned by women and minorities; provides for the consideration of contractor diversity practices when making award determinations.
