Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the extreme influence of any substance which renders them incapable of appraising or controlling his or her conduct and incapable of clearly expressing lack of consent.

Relates to adding certain properties located in a city of one million or more to the definition of a qualified historic home for the historic homeownership rehabilitation credit.

Designates the director of the upstate flood mitigation task force; relates to assessments of Erie Canal system operation procedures related to flood mitigation and management.
Relates to the definition of elevated blood lead levels; provides that elevated lead levels means a blood lead level greater than or equal to 3.5 micrograms of lead per deciliter of whole blood or such lower blood lead level as may be established by the department of health pursuant to rule or regulation.
Requires a caller making a report of suspected child abuse or maltreatment to the central registry to leave their name and contact information; prohibits the office of children and family services from releasing information identifying a person who made such a report.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
