Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Relates to creating a separate tax on inheritance income, creating a separate tax on gift income, the computation of the estate tax, and creating a gift tax.
Prohibits a person convicted of rebellion or insurrection against the authority of the United States or the laws thereof under 18 U.S.C. Section 2383 from holding civil office in the state.
Adds additional offenses where there is concurrent jurisdiction of criminal and family courts; defines "unreciprocated offensive contact".
Removes the exemption for restaurants, taverns or similar food service establishments from the New York state bag waste reduction act.
Relates to eliminating asset limits in calculating the amount of benefits for any household under any public assistance program.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Requires all text-books approved by this article to reference the Sea of Japan as also the East Sea.
Extends certain chapters providing for expanded absentee voting until 2023.
