Requires high schools to carry and have a trained employee to administer opioid antagonists during all school hours and after school activities.

Establishes a state SNAP minimum benefit program to provide a minimum amount of supplemental nutrition assistance program benefits that is higher than the amount of federal SNAP benefits.
Establishes a personal income tax deduction for the interest paid on student loans by individual taxpayers having a federal adjusted income of between $65,000 and $125,000, and married taxpayers filing jointly having a federal adjusted income of between $130,000 and $250,000.
Relates to including diagnosis of asthma or other respiratory diseases for which rescue inhaler treatment is prescribed in the statewide immunization information system.
Prohibits state chartered banking institutions from investing in and providing financing for private prisons.
Enacts the "New York City Training And Comprehension of Trauma in Children (TACTIC) Act"; establishes the TACTIC council; provides for a trauma informed care training program to teachers in schools located in the city of New York; creates a department of child trauma informed care to assist with parenting workshops, to assign trauma informed care specialists to schools and to report to the TACTIC council regarding child trauma informed care provided to schools in the city of New York.
Prohibits certain regulations of the state division of housing and community renewal, for cities having a population of less than one million and towns and villages, from permitting an owner to refuse to renew a lease on grounds that the housing accommodation is sought for personal use or occupancy (i.e. use or occupancy by the owner or the owner's immediate family); repeals provisions which permit evictions for personal use and occupancy.
Provides for including uncles, aunts, nephews, and nieces in the definition of "family member" in relation to regulations pertaining to rights of family members to succeed in certain cases to the rights of certain tenants.
Requires the Catholic Archdiocese follow certain procedures during the consolidation or merger of churches including requiring a vote by the parish councils and trustees of the consolidating or merging churches.
Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
