Creates a police safety equipment grant program to provide for services and expenses related to police safety equipment; directs a sum of $30,000,000 to be appropriated to such program.
Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Creates the presumption of intent to sell when a person is in possession of forty or more individual packages containing heroin with an aggregate weight of 4.0 grams.
Establishes the offense of obstructing a police officer.
Relates to crimes against a child; makes endangering the welfare of a child in the first degree a crime.
Includes offenses involving the possession, display or discharge of a firearm, rifle, shotgun, machine-gun, or disguised gun as qualifying offenses for the purpose of allowing a principal to be eligible to be held on bail.
Relates to sentencing and larceny of property of the elderly or disabled.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.
Provides the Board of Regents with final approval authority over all proposed and renewed charter schools.
Increases penalties for leaving the scene of an accident involving a death.
