Enacts Jacobe's Law requiring school administrators to contact the parents or guardians of students when bullying or harassment has occurred.
Requires public utility authorities to obtain legislative approval before raising rates or fees, or imposing new rates or fees.
Facilitates compliance with the sex offender registry for offenders without a registerable residence; defines "homeless sex offender" and "sex offender registration officer"; makes related provisions.
