Repeals congestion pricing (Part A); directs the metropolitan transportation authority to contract with a certified public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority (Part B).
Increases the amount of income property owners may earn for the purpose of eligibility for the property tax exemption for persons over sixty-five years of age; increases such amount to $75,000.
Establishes the "Vets to Vollies" program which encourages veterans or discharged military personnel to join their local fire department and emergency medical service agency.

Provides for paid family leave after a stillbirth.
Requires insurers to provide information on resources for insureds or enrollees recently diagnosed with Alzheimer's disease.
Enacts the "stop Anti-Semitism on college campuses act" to ensure no state aid is granted to any college or university that authorizes, facilitates, provides funding for, or otherwise supports any event promoting Anti-Semitism on campus; defines "Anti-Semitism".
Relates to facilitating the prosecution of hate crimes; establishes the crimes of bias harassment in the first and second degrees.
