Provides an exemption for certain property from the prohibition of alcohol sales within a certain distance from a school

Maddy summaryThis bill exempts a specific American Legion post in Queens, New York, from the state rule that generally bans alcohol sales within 200 feet of a school. The legislation allows the post to obtain a retail license for on-premises consumption because its property is located within that restricted distance. The exemption applies only to this single location, which is bounded by Brookville Boulevard and Stratford Avenue, and does not change the law for any other businesses or properties. Once signed into law, the American Legion post can legally sell alcohol for consumption on its premises despite its proximity to a school.

Requires limited use motorcycles to be registered at point of sale

Maddy summaryThis bill requires dealers to register limited use motorcycles at the time of sale within New York State. Under the new rules, these vehicles must be officially registered immediately when purchased from a dealer, rather than waiting for the buyer to handle the process later. The legislation also sets the annual registration fee at $25.50 and mandates that dealers collect a signed declaration from buyers who intend to use the motorcycle exclusively outside of New York. These changes aim to streamline the registration process for specific types of motorcycles while maintaining oversight through dealer involvement.

Establishes a spending cap and increases the maximum capacity of the rainy day fund

Maddy summaryThis bill introduces two main changes to state financial management: it sets a limit on how much government spending can grow each year and raises the maximum amount the state can save in its rainy day fund. The spending growth cap is calculated based on the average inflation rate of the previous three years, meaning the governor cannot propose a budget that increases spending by more than this percentage unless a declared emergency allows for a special two-thirds vote to override the limit. Additionally, the bill increases the maximum capacity of the rainy day fund to twenty percent of the projected general fund disbursements, allowing the state to set aside more money for future financial emergencies. These measures directly affect the governor, the legislature, and the state comptroller by restricting budget proposals and altering how much money can be transferred to the reserve fund.
