Directs the commissioner of the department of labor, in consultation with the commissioners of the office of temporary and disability assistance, the department of health, the office of children and family services, and the department of taxation and finance to conduct a study on income eligibility limits for public benefits to assist the poor and the impact that rising wages has or will have on the eligibility of the working poor to receive such benefits.
Requires the MTA to file a copy of proposed station closings with various governmental agencies; provides that the MTA shall hold a public hearing on any proposed closings.
Waives the assessment of fines or monetary penalties against a not-for-profit organization, school, place of worship or small business located in a city with a population of one million or more by a state or local agency for a violation of law, rule, regulation or executive order during the COVID-19 covered period; provides exceptions.
Prohibits the appointment of certain state, municipal or agency employees as impartial hearing officers to hear appeals of determinations regarding children with handicapping conditions.
Enhances criminal penalties for criminal mischief and larceny offenses committed at a place of religious worship and for cemetery desecration.
Establishes a tax credit for the purchase and installation of a security camera system on residential- and commercial-owned properties.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Relates to pendency placements in a school district in a city having a population of one million or more.
Requires video communication devices for patients or residents in nursing homes, hospitals or facilities providing health related services when visitor access is limited; requires that as part of a disaster preparedness plan that nursing homes, adult homes, enriched housing programs, and assisted living facilities provide video communication devices to patients for use when visitor access is limited, including, but not limited to during a designated state of emergency or a state disaster emergency.
