Requires the board of education to ensure that every public elementary and secondary school install at least one emergency alarm for use in non-fire school security emergencies.

Requires minors under 18 years to attend school on a full-time basis, unless such minor is seventeen or older and enrolled in a vocational or occupational education program, with the consent of the school district and the person in parental relation with the minor; must enroll in GED course until age of 19 years, if the person leaves school.
Provides for the establishment of the New York state home equity conversion information summary to provide notice of mortgagor's right and responsibilities under reverse mortgage loans issued under the home equity conversion mortgage program of the federal Department of Housing and Urban Development; provides that every authorized lender must provide copies of such summary not less than 5 days prior to closing on a reverse mortgage loan; establishes a private right of action for violations of such provisions.
Requires the executive director of the office of real property services to create a list of documents which support a veteran's eligibility when applying for real property tax exemptions.
