Requires hospitals to provide notice to employees and patients of environmental health and safety hazards; requires the appointment of an environmental health and safety information access contact person by each hospital; provides that each hospital shall annually educate employees as to their right to all information about health and safety conditions in the hospital; makes related provisions.

Creates a permanent environmental justice advisory group; provides that the function of the group is to ensure that no group of people, including a racial, ethnic, or socioeconomic group, bears a disproportionate share of the negative environmental consequences resulting from industrial, municipal, and commercial operations or the execution of federal, state, local, and tribal programs and policies; empowers that advisory group to adopt a model environmental justice policy applicable to state agencies, and to monitor agencies on compliance with such policies; specifies responsibilities of state agencies; establishes an environmental justice interagency coordinating council.
Relates to vehicle inspection renewal notification; authorizes the commissioner to send via postal mail notification that vehicle inspection is subject to expiration, and the commissioner shall keep a record of such notification.
Relates to prohibiting homeowners' associations from restricting the installation of or use of solar power systems.
Requires an arresting authority to notify the local social services district when the parent, legal guardian or care-giver of a minor is arrested or taken into custody; requires the local social services district to monitor the placement of such minor.
Relates to retaliation against other jurisdictions which discriminate against hiring New York state residents.
Changes the designation of incest in the third degree from a class E to a class B felony, and incest in the second degree from a class D to a class B felony.
