Requires silent alarms to be installed in all school classrooms

Maddy summaryThis bill requires all public and nonpublic schools in New York State to install silent alarm systems in every classroom. The systems must include a button teachers can press to alert local law enforcement and school administrators during emergencies, without producing any audible sound. It defines "silent alarm" specifically as a security system that triggers silent alerts to authorities. The mandate applies to all school districts, charter schools, and nonpublic schools, with installations required in locations easily accessible to teachers. The bill takes effect immediately upon enactment.

Regulates the sale of methamphetamine precursor drugs

Maddy summaryThis bill regulates the sale of products containing ephedrine or pseudoephedrine (common methamphetamine precursors) by pharmacies and retailers. It sets daily purchase limits (3.6 grams) and 30-day limits (9 grams), requires ID checks and detailed purchase logging at checkout, and mandates real-time electronic tracking to block sales exceeding limits. Retailers must display these products behind counters, and the system includes an override for emergencies while logging all exceptions. Violations incur fines (up to $1,000 per violation), and the law preempts local regulations while exempting prescription purchases and specially certified products.
