Creates additional remedies for unlawful discharge, penalty, or discrimination due to the exercise of an employee's right to be absent from employment for jury duty

Creates, in addition to the existing sanction of criminal contempt of court, the remedies of labor law civil penalties and employee's right to bring civil action for unlawful discharge, penalty or discrimination on account of the exercise by an employee of a juror's right to be absent from employment by reason of jury service.

Directs the office of mental health to establish the urban youth gun violence reduction pilot program and appropriates $12,000,000 therefor

Directs the office of mental health, in consultation and cooperation with the education department, to establish the urban youth gun violence reduction pilot program and appropriates $12,000,000 therefor; provides for the implementation of such program within 24 schools in 5 school districts in the state; provides each such school shall have an additional social worker; requires youth mental health first aid training be provided to teachers, professionals and after care workers in such schools; provides for the establishment of mental health curriculum in such schools.

Requires car registration forms to display the label "qualified hybrid vehicle" and the estimated MPG of such vehicle as calculated by the EPA

Requires applicants for registration of hybrid vehicles to submit proof of the make, model and model year of the motor vehicle for which registration is being applied, to the commissioner; establishes that after such proof is submitted, certificates of registration shall display the markings "qualified hybrid vehicle" and such vehicle's US EPA highway fuel economy rating of 45 mpg or more.
