Enacts the "uniform emergency volunteer health practitioners act" for declared state disaster emergencies; establishes a system to deploy health service workers from out of state during a state disaster emergency.
Prohibits employers from asking job applicants about salary expectations; allows job applicants to request the wage scale and included benefits for the position they are applying for.
Establishes the child psychiatry access project; provides that the office of mental hygiene shall establish regional child psychiatry access projects across the state to provide primary care providers with timely access to child psychiatry consultations in order to assist such primary care providers in meeting the mental health needs of the children and adolescents and their families; establishes a gift for the child psychiatry access project on state personal income tax forms, the proceeds from which shall be deposited into a child psychiatry access fund for the funding of such projects.
Establishes the essential New York scholarship program, providing educational aid to individuals who have been employed to perform essential services.
Requires each local government to live stream and post video recordings of all open meetings and public hearings; requires each local government to post such recordings for a period of not less than five years.
Requires licensed mental health counselors, psychologists, other certified or licensed counseling professionals and emergency services personnel to complete training in suicide risk assessment and intervention.
Relates to a rebate for residents of Kings county who commute across the Verrazzano-Narrows bridge more than ten times per month while using a New York customer service E-ZPass account.
Requires the office for the aging to develop and provide elder abuse prevention training to train senior service centers and contractors in the detection and reporting of elder abuse in consultation with the office of children and family services.
Requires emergency services facilities to provide immediate suicide risk assessments to acute psychiatric patients.
Authorizes early voting to be available for forty-nine days before an election; designates at least one early voting polling place for every full increment of twenty-five thousand registered voters.
