Repeals provisions dealing with discovery and the ability for a defendant to request access to a crime scene or other relevant premises.
Elevates the offense of killing a police work dog or police work horse from being a class E felony to a class D felony; establishes the class E felony of injuring a police work dog or police work horse for intentionally causing serious physical injury to a police work dog or police work horse while such dog or horse is performing its duties under the supervision of a police officer.
Creates the teacher training initiative fund for autism; appropriates funds therefor.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.
Enacts the student journalist free speech act to protect student speech at educational institutions unless such speech is libelous, an invasion of privacy, or incites students to commit an unlawful act, violate school policies, or to materially and substantially disrupt the orderly operation of the school.
Makes it a class B violent felony to fire a gun into a crowded space with the intent to harm or absent the intent to harm when such an act creates a great risk of death to one or more people within the crowded space; establishes the crime of criminal use of weapons; firing into a crowded space.
Authorizes imposition of life imprisonment without parole sentence for persistent violent felony offenders upon conviction of a violent felony offense when such person has previously been subjected to two or more predicate violent felony convictions.
Relates to the apportionment of moneys for capital outlays and debt service for school building purposes.
Enacts the "learning for work act"; establishes the youth apprenticeship program and the enhanced regents professional diploma; appropriates moneys therefor.
Enacts the Health Care Tax Reform Act; eliminates certain taxes and assessments on health insurance.
