Excludes from reporting requirements relating to environmental quality reviews actions to approve the siting or construction of housing in cities with a population of one million or more.

Permits teachers licensed in another state to teach in New York while completing state-specific teaching certification or licensure requirements; establishes such requirements must be met within one year from the date such teacher began teaching in New York.
Provides that a person who has previously been subjected to two or more petit larceny convictions within 18 months immediately preceding the charge and the aggregate value of the property exceeds one thousand dollars, the person is guilty of grand larceny in the fourth degree.
Requires each district school board of education to publish on its website a list of all instructional materials, including those used to provide instruction and to provide notice to parents of their rights to attend school board meetings, access all educational learning materials and make objection to learning materials they find objectionable; requires the commissioner of education to promulgate model policies for ensuring parental notification of any instructional material that includes explicit content.

Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
Establishes Bella's Law which calls for an investigation into possible domestic violence or abuse for persons who have been accused of animal abuse.
Establishes the crime of forcible touching of a correction officer; increases criminal penalties for certain sexual offenses committed against correction officers when such correction officer is acting in the course of their employment.
Prohibits level two or three sex offenders from voting at a school or facility for children; authorizes absentee voting for such offenders.
Relates to requiring the regents to adopt a policy that ensures all students enrolled at state university of New York and city university of New York institutions are able to express themselves freely without fear of intimidation or harm.
